I haven't yet looked up whether there is a point where an ACMA rep joins in later on.

I took particular notice of the reply to the minister when he initially ask what will be on the black lists. The response was interesting in that the list will be illegal material and other things

quote
Senator LUDLAM—So who is determining what is on these different categories of black list?

Mr Rizvi—In terms of the ACMA black list, that is determined by the Australian Communications and Media Authority based on a list of requirements. Beyond that, what is actually filtered in using more sophisticated tools varies quite considerably, and most of those tools enables the individual user to determine what is to be filtered.

---
Mr Rizvi sys that the ACMA will make up the parameters for the black list then says "BEYOND THAT ...."

The obvious implication is that while Senator Conroy says they are still determining parameters of this filtering system, the public servant doing the actual work has revealed that the "illegal" Black list will include input from another body. It would seem unreasonable that the government would allow anyone else apart from themselves to provide input to that additional list of banned content. (Remembering that the ACMA list includes input from AFP etc)

Also we see typical political doublespeak concerning the the opt-in/out nature of the overseas systems. How the minister and public servants skip answering direct questions and only ever answer for the UK situation with equally bad doublespeak.
